Windows XP cross-linked files; can't open regedit

I just defrag my system & it seems to have messed up my files. now i can't open regedit (got a "not a valid win32 file" message) and some other files. Did scandisk & it shows that some of my files are cross-linked, regedit is one of them. fixed the errors but still facing the problems. Can't even access internet from that PC. Any way of sorting things out without reformating or reinstalling files? OS: win98

Re-install 98 over itself ... all data will remain intact. You may have to reinstall the odd program but usually not.
