Creating Personalized Stationery in Outlook 2000

I am trying to create a company stationery in outlook 2000, and nothing seems to work. All I am trying to do is add our logo and company name in the body on the email, at the top. The problem is Outlook types right over the logo, the image is too heavy to email, and/or the image isn't recongnized. I have tried adding the image as a backgroud, adding the picture through the stationery picker. I have used different types of images (.TIFF, .GIFF, .JPEG, etc). I have tried saving the email as a template. I have added the image to front page, saved it as a HTML file and choosing it through the stationery picker, still doens't work. I have followed all the instructions posted on microsoft nothing works. HELP!!!

Make sure the pictures are in the Stationery folder as well and that the
stationery file links correctly to the pictures
By default the stationery is kept in;
C:\Documents and Settings\%username\application data\Microsoft\Stationery
