Creating New User

In control panel, when I enter "new user", I have the following message

"An error has occurred in the script on this page

Error access is denied
Code 0
URL res://c:\windows\system32..............
Do you want to continue running scripts on this page? Yes and No both brings
me to create new user and I can create .
Quetion : Why does this message appears?
