Creating Microsoft Diagnostic Disk

How do you create a Microsoft Diagnostic Disk?

Tried downloading Microsoft Diagnostic Disk, and got the Windows Memory
Diagnostic Setup.

Chose "Create startup disk", selected "3.5" Floppy A:" (the only choice
given). used formatted the 3.5" disk. Then selected "Create" buttton, it
changed to "Stop Writing" (did not click on it), after a few seconds got
"Device write error".

So then selected "Save CD Image to Disk", saved windiag.iso to desktop,
message "File saved successfully". Open windiag.iso from desktop, then it
went to Roxio Easy CD Creator, where I386 was copied to CD, opened the file
and it read Windiag.

Tried to boot the pc with the cd, but it was not recognized. Changed the
boot startup, but that didn't work either. Downloaded Windows Server 2003
Resource Kit Tools to use the cdburn.exe utility, that didn't do anything.

Was something missed? Is there another way to create the disk?

Tried another formatted diskette, it didn't work, but did finally get the CD
to work - Diagnostic Test ran fine. It's not complicated at all, is it?
