creating a "dos" boot disk for XP

I am trying to create a "dos" boot disk for XP. It needs to
recognize the CD-Rom and the NTFS C: drive.

The format routine in XP does neither.
The add-ins of NTDetect.com, NTLDR and Boot.ini instructions
from the MS KB have no effect.

How to create an XP-NTFS boot disk with CD?

Here are two more methods:
- Download a Win98 boot disk from www.bootdisk.com, then
run ntfsdos.exe from www.sysinternals.com.
- Create a Bart PE boot CD. It is not DOS but it gives you a
WinXP environment based entirely on a CD, with full access
to your NTFS file system. A terrific tool that no administrator
should be without!
