Create "do not send" list?

Is it possible to block Outlook from sending to certain recipients? We have a
list of people who've asked to be taken off our email list - although we're
meticulous about matching email distribution lists against the "do not
contact" list, it would be ideal if we could set up a list in Outlook so that
we cannot email them at all, even unintentionally.

About the only way would be to set up an outgoing rule to check for
addresses but I'm not sure how well it would work - you'd need to delete the
addresses from the message yourself. Better is a filter or event sink on the
mail server that prevents mail to names on the list.
