create distribution list w/o names/addresses appearing in message

I want to create a Distribution List in Outlook, but don't want a recipient
to be able to see who else this has been sent to. I also don't want them to
see other recipient's email addresses. I begin by creating a new
distribution list which gives me the address book, but does not automatically
give me a "BCC" button.

The BCC button is available when you create a new mail message, not when you
create a distribution list.
