Hide names in a Distribution List

How do I send a message to a distribution list without everyone seeing all
the recipients? If I put it in the bcc section I still have to have a
recipient in the to section for the message to be sent.

??? I send emails all the time with a blank "To:" field! Never been a
problem for me.

Sometimes I get emails the same way, and sometimes I get the message
"Undisclosed Recipients" in the "To:" field (not sure how that is
done--might be some other email client).
