CPU Usage on startup

When I load up Internet Explorer, after about 20 seconds
the CPU usage reported in task manager goes up to
somewhere between 97-99% for a period of time (often 30
secs or thereabouts). During this time I can't do
anything in IE and it appears to hang. Then suddenly the
CPU usage reduces back to normal levels and everything is
fine.

This happens the first time I load up IE each windows
session. However, it happens *every* time that I start a
new windows session.

Does anyone know what causes this? I'd really like to
stop it!

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function
before every use, even when just downloaded. There's also a lot more to do
