Could not start Windows Firewall/ICS service on Local Computer

When I start Windows Firewall/ICS sedrvice, it failed with
the following error message:
"Error 0x80004015: The class is configured to run as
security id different from the caller".

This looks like the DCOM Class ID issue. How do I get
around the problem?
