Copying profiles in Embedded XP

We run Embedded XP upon a HP5710 thin client device. I have configured the
device as per our requirements using the Administrator account. I have
created another account (TCD) with admin privileges so that I can copy the
Adminstrator profile to the Default User profile.

When I log in with the TCD account I am unable to get to the User Profiles
screen where I want to copy the Administrator profile to another user.

Can anyone assist with this issue.

1. Create new user (user_x)
2. Logon as user_x and change it's settings
3. Logon as Admin
4. Copy user_x's profile to the default user
