copying a file; timestamp is 2 seconds different

On one of my computers, when I copy a file from another computer, the Date
Modified time of the copy file is 2 seconds after the Date Modified
timestamp of the original file.

The computer is running Windows XP SP2. It has a 40 GB local disk. The file
system is FAT32.
