Copy Administrator's Profile Greyed

In Win2K you could copy the Administrator's profile to Default User so they'd
be the same (i.e., wallpaper, desktop icons, etc.). In XP SP2 the button to
"Copy to..." is greyed. How can I apply the Administrator's profile to All
Users? I tried to copy and paste NTUSER.DAT from the Administrator folder to
the All Users folder, but I get the error "Cannot copy NTUSERL: It is being
used by another person or program" (which I assume is me logged on as
Administrator). TIA.

You must logon as another user that has administrative rights. The profile
cannot be in use.
