Cookie Pop-ups in Internet Explorer

In Internet Explorer I clicked on Tools,Internet Options
and then Content. In Content Advisor I clicked enable and
typed in a password in the password box for the Supervisor
Password Required page. I then proceded to allow the web
sites I want to view and block the websites I don,t want
to pop up when my kids are on the internet. I also put in
some hints so that web pages with those words will not pop
up also.
Know the problem is that I constantly get the Allow or
Block Cookie pop-up when I go to new or previously viewed
sites. It's more annoying to close those boxes than to
just close pop-ups when they come up. Is there a way to
keep the Allow- Block page from constantly coming up?
