Control panel permissions

I am still having problems accessing items in the control
panel. I cant open things like add/remove programs,
system, user accounts etc. Says i may not have permission
to access them but i am the only user on the machine and
therefore the administrator.
I cant even create a new administrator account because i
cant setup a new account. How do i solve this?
