When I try to open control panel, explorer closes and I
have to ctrl+alt+del to get taskmanager to reopen it. How
can I access control panel?

Could be caused by a bad Control panel. You can either install TweakUI
for XP, and use that to disable the offending control panel.
Or you can remove it manually. Add the offending control panel's name to
-----BEGIN CplFix.reg-------------
REGEDIT4
[HKEY_CURRENT_USER\Control Panel\don't load]
"Badcpl.cpl"="No"
-------END CplFix.reg-------------
replace badcpl.cpl with the one that's causing the crashes. The only
question is: Which is the offending Control Panel?
