Continuous pop-up after modifying IE homepage

After following the instructions I've seen here to change
my IE home page (Tools/Advanced/Browser Hijack...), every
time I boot up I get a pop-up telling me that my startup
page needs my approval. I check the box "Remember this
action" and hit Approve. But when I reboot, the box pops
up again. Shouldn't this go away once I approve it?
