Contacts were Deleted - Can't Move the items. Special item

We are running 1 Exchange 2000 server (sp3) on a Windows 2000 sp3 supporting
400 users who are using windows 2000 and Outlook 2000. I have one user who
has somehow moved his contacts into the deleted items folder. He swears he
doesn't know how they got there. I tried to move the contacts back but
receive an error message: Can't Move the items. Special items, including
the Inbox, Contacts, Calendar, Notes, Tasks and journals cannot be moved.

How did they get there in the first place if you can't move them?
