contact list will not come up

I used to be able to comprise a new message and as I was typing in
the first few letters of a contacts name any contact with those letters
would show in a drop down
example I type Da and David Smith
David Johnson
now that no longer happens and can not figure out why
the contact list is still there????

That list had nothing whatsoever to do with your Contacts. It was the
autocompletion cache. There are many posts here that will tell you the
reasons Outlook will lose its connection to its autocompletion cache. Find
the one that matches your Outlook version and circumstances. If you can't
then look for a reason that Outlook will not exit completely, fix it, and
create a new Outlook profile to get autocompletion working again.
