Configure and Enable Routing and Remote Access Service grayed out

I have a Windows 2000 Server network with two NICs built
in it. One NIC connected to the internet and the other one
connected to an intranet. After I installed the second
NIC, I can open RRAS MMC and the 'Configure and Enable
Routing and Remote Access Service' tab was available and I
was able to configure and do anything to set up the RRAS.
But when I logged in again the next morning, the tab is
just grayed out and the RRAS MMC didn't show any tree
structure as usual although I was using Administrator
account. I also cannot select the properties of the server
and it always gives warning message: 'You do not have the
required permissions to view the properties'. Does
somebody have any experience with this problem? Any kind
of help would be very appreciated.

This is usually caused by the remote registry service being stopped. You
need to remote registry service running, even if the MMC and RRAS are on the
same system.
