computer wont start up plz help

Ok so, i had a power failer. so i started my computer up after and it said it
was shut down by a power failer and it asked me to choose how i wanted to
start up. i tried every option it gave me (safe mode, normal, last known
working config.) and nothing worked. it just starts over a gain and brings me
back to the same screen.
PLZ HELP

Either the power failure fried some of your hardware and/or the
operating system is too damaged to start.

Test the hardware to make sure it is good and if it is, try a Repair
Install. If the Repair Install doesn't work, do a Clean Install. If you
neglected to back up important data, it can and should be retrieved
first. It is possible to retrieve data off a physically viable hard
drive without booting into Windows. There are many techniques, but they
all require having another computer and some equipment and software as
well as a fairly high level of computer skills. You know your
abilities; if you don't have what is necessary then take the machine to
a professional computer repair shop (not your local version of
BigStoreUSA) for diagnosis/repair.
