Ok, read carefully.

I can start my laptop.
It can boot up to the login screen in like 30 seconds

After I log in, it won't let me open Internet Explorer, Volume Control,
etc.. for like 1-2 minunites

After the 1-2 minute mark, everything loads at once, so like 50 Internet
Explorer windows pop up, and 30 Volume Control windows.

Whats going on!?

You've got something loading at startup that isn't letting anything else run
until it's finished. It could be a program you've installed, it could be a
spyware or a virus, or it could be the computer looking for a network
connection that it can't find.

Your computer is probably waiting for a network connection or some other
program to load before it allows you to control the desktop. In your
impatience, you click on the icons for Internet Explorer and volume control
50 times, and the desktop is only doing what you told it to do. Find out
what program is hanging on load, and don't keep hitting the icons on the
desktop. It's like the idiots that press the "Walk" button at an
intersection over and over, or press the button for the elevator over and
over, like it will speed up the process.

Sounds like youre clogged at start-up by a program. Try this: When you are
finally up and running, click start -> run -> then type "msconfig". The
system configuration window will pop up. Go to the "Startup" tab. Click on
the "disable all" button. This will disable all other backround programs
that will load up at start up. Hopefully this will help.
