From your description of the problem, you have hardware failure. If the
computer is OEM/laptop/under warranty, contact the OEM's tech support.
Otherwise you can try troubleshooting it yourself:

Standard disclaimer: I can't see and test your computer myself, so these are
just suggestions based on many years of being a professional computer tech;
suggestions based on what you've written. You should not take my
suggestions as a definitive diagnosis. Testing hardware failures often
involves swapping out suspected parts with known-good parts. If you can't
do the testing yourself and/or are uncomfortable opening your computer,
take the machine to a professional computer repair shop (not your local
equivalent of BigComputerStore/GeekSquad). If possible, have all your data
backed up before you take the machine into a shop*.

*If necessary and the hard drive is physically sound, pull the drive and
either slave it in a working computer or put it in a USB external enclosure
and connect to a working computer.

You will find the troubleshooting steps at the URL I previously gave you.
Here it is again for your convenience:

Again, you know your own skill levels best. There is no shame in accepting
that fixing your computer isn't your area of expertise. I don't hesitate to
call an electrician or the dishwasher repair guy.
