computer freezes/stutters for 2-3 seconds

while using my computer it routinely stutters, meaning everything on the pc freezes .. mouse, keyboard, video display. It freezes for 1-2 seconds, and then resumes as normal. If i typed something during this freeze it will all show up after the freeze in whatever application i was in. The only semi-exception to the freeze is sound ... if there happens to be a sound playing when this happens, the sound will get caught in a sort of mini-loop playing the same bit of sound repeatedly during the freeze

When this happens it never seems to have any sort of negative effect on anything running EXCEPT video. I record a fair bit of video on my PC, and if it stutters during a recording, the video becomes distorted at that point and i usually lose 5-10 seconds worth of the video, which becomes very annoying. Especially considering this happens often enough that it means i have several spots in the recording that are distorted. As far as i know, i've updated all my various drivers including the MB bios. And of course all MS patches

Turn off FIND FAST in Control Panel
As a diagnostic measure, disable all background utils and scanners, to see
if this affects the problem. Of course, stay protected while on line.

find fast? do you mean indexing service? thats actually already turned off. the only thing i have running in the background is norton antivirus ... although today for some reason it stopped working after it downloaded an update. I'll leave it disabled for now though to see if that effects anything.

it just did its little stutter even with norton AV disabled

Any other suggestions
