According to my knowledge, it could not be possible that you have only
Limited Account without any Administrator.

The reason behind could be: Your Windows is set to Auto Login with limited
account and if you try to create a new account through Users in Control Panel
there is no such option.

You can try this. When Login is complete, click Start - Log Off - at the
Login Screen press CTRL+ALT+DEL twice. This will bring up User Name and
Password dialog box. In user name type Administrator and leave the password
blank and click ok. If you are able login to windows with this inbuilt
Administrator account then you can create a new administrator account through
Users. CTRL+ALT+DEL twice will only work for Windows XP Professional.

If you have Windows XP Home edition then Restart your computer and repeadly
press F8 key after the first [POST] screen to bring up the Advanced Startup
Menu of Windows and press enter on Safe Mode. Now, you can see the inbuilt
Administrator account in this list which was hidden before. Login to that
account and create a new administrator account.

If you don't have the inbuilt Administrator password then you can ask the
person who had installed Windows on your computer or search the Newsgroup
for forgotten administrator password. Here is the link for this:

Is this a home computer or a work computer. If at work, you need to talk to
your system administrator.

Simply log in using the built-in Administrator account (which
cannot be deleted) and modify the desired account(s) and use Start > Run
"control userpasswords2" to modify the desired account(s). By
design, the only way to log into the Administrator account of WinXP Home
is to reboot into Safe Mode. For WinXP Pro and MCE, pressing
CTRL+ALT+DEL twice at the Welcome Screen will produce the standard login
dialog box.

Hopefully, if the OP is not trying to give themselves Admin privileges, the
real Adminsitrator (or parent) has protected the system administrator by
assigning it a password.

Somehow, someone created this account as a limited user for a reason.

Simply press <F8> as the PC's BIOS turns over control to the operating
system.
