Computer-A can see Computer-B, but Computer-B can' see Computer-A

I am trying to use basic file sharing between two XP machines.

- They are both in MSHOME
- I turned off the firewalls
- I made sure NETBIOS was on
- They both have static IP addresses

I'm not sure what else to look at?

Computer-A can see Computer-B, but B can't see A. There must be something that I am missing.
