Completly blank "new window" page

When I "open link in new page" the new window is not just
blank, there is nothing there. Only the basic outline of
the IE window (title bar, minimize button, close button,)
and a "cut-out" of what ever was behined where the new
window opened. To get the page to load I have to stop and
refresh the page. I do not have any pop-up blockers
installed, nor have I ever. I've also ran an updated scan
with Ad-Ware with no results. Ad-ware is now uninstalled.
HELP.
