command prompt always generate error message

My PC seems to have big trouble with its command prompt
and the Ms-dos related programes. An error message always
pops-up:
"Application popup: cmd.exe - Application Error : The
application failed to initialize properly (0xc0000142).
Click on OK to terminate the application. "

and the cmd.exe or the command prompt, as well as some
other programes couldn't start. This gives me a lot of
trouble. I checked the supprot information by clicking
the links within the error log info, but it says that i
shall reinstall the driver/programe. I have no idea that
how to reinstall the command prompt. Could any one
outhere help me with this?

I believe "XP" is NOT MS-DOS based. The "Command Prompt" only recognizes
some of the MS-DOS prompts, and an error message will be given when one that
is not valid for "XP" is inserted. CGS
