command line switch to open IE in specific language

Is there a command line switch that will open IE and
display pages in a specific language? I have a customer
who wants some users to see French and other users to see
English. We envision two shortcuts on the desktop--one
that will open IE in French and the other that will open
IE in English. Does anyone know if that's possible and,
if so, would you please tell me the command lines I should
use?

You cannot translate the page on the fly.
The page is coded by the provider.

If you need to get IE in French or English, then you will need to install a
dual boot operating system, where one will be in French and the other in
English with the appropriate IE version.
