"COM Interop registration failed. Could not find a type library for assembly 'Microsoft.VisualBasic'

I'm getting the following error when I try to compile vb.net 2003
"COM Interop registration failed. Could not find a type library for assembly 'Microsoft.VisualBasic'.

My user has administrator privlages.
I've re-booted so nothing should be locking the file
'Microsoft.VisualBasic' is in my GAC
I've used re-registered it just in case with regasm, but still no luck
I've googled with no matches for this error

This is a work stoppage for me so any help would be much appreciated
