seems like you actually have to break the metal off the PCI slot.

That's not an unusual design for "value" cases. I can't be any more
certain than that without looking at it.

Anyway, yes, it's fairly common to break off a piece of metal. Some of
these have holes in then that you can insert a screwdriver into to get
leverage.
