osamu,

Did you happen to include "Fonts: Chinese (Traditional) bitmap & TrueType fonts" and "Fonts: Chinese (Traditional) font substitutes"
components to your image configuration?

If you did, please remove those, re-build and test the image on your target again.

Ok. Then the next try perhaps should be removing all Font substitute components.

Also, you may want to clean up the following key at runtime: [HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\FontSubstitutes]

Sorry, can't be of more help here without knowing what components are in your image.

I can only recommend you to take a deep look at the FBALog.txt and SetupApi.log on your target and see if anything suspicious is

KM,

Thank you variously for help.
The solution has been understood.

<Method of settlement>
Order by which A is put is changed to the file of the project of the
development environment.
It is not the order of Bild but it is the order putting it.

In my environment,

Chinese, Taiwanese language, English, French, and German...component in
order is built in.
The result of Bildorog at that time

Because the initialization of Regional and Language Options is changed only

If anyone else gets this problem there is a Microsoft hotfix that may sort it out for you -

http://support.microsoft.com/kb/950312/en-us

(The hotfix link is right at the top under the title which is - "Error message when you try to start a console-based application, such as Cmd.exe, on a Windows XP-based computer: "The application failed to initialize properly (0xc0000142)"")
