Clocks are Skewed

Whenever I try to administer a particular domain in my forest , from my root
domain, I get an error "the clocks are skewed" and I'm not allowed to
connect to this domain.

I'm not sure how to fix the clocks on my Domain Controllers. It's possible
that some junior admin typed some "net time" commands incorrectly and now
the hierarchy of time is not working correctly.

I do know that the root PDC is synched properly to a public NTP server,
however, DC's in my other domains perhaps are not synching to the root
PDC...

Make sure that the necessary services are running. Make sure that you have
replication going. Make sure that all of your Domain Controllers are
reachable.

You might want to install the Support Tools on your Domain Controllers and
run dcdiag /v on them. As well as repadmin /v.

Also, the other problem that you posted could be contributing to this.
