Clear network traffic

How to clear a network traffic to a minimun ? All my switch ports
often blinking together , that indicate some kind of traffics go
through all the ports. I use Wins server. Thanks.

Setup a firewalls on network computers. Allow to work only a few TCP/IP
ports
