choppy scrolling, smooth scroll doesn't help

I'm having a difficult time scrolling - regardless of
whether "Use Smooth Scrolling" is checked in
Tools/Advanced, my scrolling is really choppy.
Yesterday, I had to reinstall Windows XP due to
a "winsock problem" - I did not have this choppy
scrolling before reinstalling XP. I have already
downloaded the Service Pack. What can I do to improve
the scrolling?

Caused by a bug in the recent Q824145 patch.
Microsoft probably knows about it by now.
By the time we get used to this 'new'
feature Microsoft will fix it!!

Position cursor 'close' to the top/bottom of the
slider bar and it should scroll one window.
Use the mouse wheel to scroll
See mouse properties (Wheel tab) to adjust
Press/Hold/Slide actual slider-bar
Up/Down Arrows (Single line!!!)
Left/Right Arrows (<---Very Slooow--->)
Pageup/Pagedown (Too obvious???)
Home/End (Top line/Bottom line -- wow)
R-click scroll area.....menu....select option
