Changing file associations

I am using XP Pro and have administrator rights.

When I go to a limited account and try to change a file association, all the
buttons such as "change" and "advanced" are grayed out.

How do I make them active?

Okay let me clear up the fuzz.
First, I do have administrator rights
I also have several limited accounts on the system, spouse, etc.
One of the limited accounts receives a file that they want to open, but
there is no association to open that file.
When (still in the limited account) I go to folder properties and try to set
the an application to be the default for that file type, I cannot do that
because the buttons "change" and advanced are grayed out and inactive.

A file association is a system wide matter, and you cannot change (or
set them up) when logged on a limited account. You need to change to an
account with admin status and set it up there
