Change user

I need to change the user from a left staff to a new staff. I can change
the registered name on the notebook computer running Windows XP Pro but
unsure how to change the name of the user so that the new user can use all
the files and programs. Can someone advise the steps to conduct this
change.

You can't just change the name of a user account. You need to create a
new user account and copy over whatever you want from the old account
in terms of data. There's no reason the new account won't have access
to programs. You need to log into the new account once before you can
copy anything to it.

After you have things the way you want them, you can delete the old user
account.
