Change data at same time as another using a jet DB engine

Error: Microsoft Jet DB Engine: you and another user are trying to change
data at the same time

Occurs:
-even when only one user is trying to change the file (this has been
verified)
-message is also provided when doing a repair

NOTE: USING ACCESS 97

does this problem occur with all your databases, or just one?

does this problem occur when you edit a table directly, or does it occur
with a particular form?
