certain email goes in Junk folder

I have several emails which all go in the Junk folder, even though I have
designated them as safe. Some are ones that have a mail rule and a folder to
put them in. Windows Mail refuses to obey.
I was thinking of transferring to Pegasus Mail to alleviate this problem,
but it is worse as it won't import addresses, folders, mail or mail rules. I
uninstalled it.
Does the mail client in Windows 7 work any better? I could install that.

Windows 7 does not have any e-mail client. The successor to OE and WinMail
is Windows Live Mail. It will run on your Vista machine, but if you were
to set up the rules and blocked senders the same way, you would have the
same problem.

Someplace, your rules and BS are in conflict. You would have to scrutinize
your rules and BS list to find the problem. Personally, I prefer to use
message rules only. Check your rules hierarchy first.

In general:

Have all rules that Delete it from server first.

Rules that divert mail to folders next.

All others last.

Make sure that every rule also has Stop processing more rules checked,
unless that option is grayed out.

The only free Microsoft mail client program that works on both Vista
and Windows Mail is Windows Live Mail. You are welcome to try
Windows Live Mail on your Vista computer to see if you like it better:

Designating a received email as 'safe' does nothing except a one-shot
move of that particular email from the Junk E-mail folder to the Inbox folder.
What will help more is to either add that sender to your Safe Senders list,
or else, if he is in your contacts, designate your contacts as Safe:
Tools, Junk E-mail Options, Safe Senders, check the first box.
