Cell properties - border colors - Greyed Out? Why?

We are teaching a FrontPage class and are experiencing the following.

In creating tables, about half of the class cannot access border colors
features in cell properties because they are greyed out.

Is this a glitch.

Please advise.

Make sure Page / Authoring options that browsers are set to IE only or Custom.
