CD-ROM errors

Basically, what has happened, is that when I try to
install a game, this time Empire Earth, It stops at 73%,
and the CD-ROM starts to make a funny noise. It's as if it
is stopping, then spinning fast, then stopping, then
spinning fast, etc, etc. It then stays at 73% until it
says that it can no longer read from the drive. This isn't
the first time this has happened, as it also happened when
I tried to install Jedi Knight 2. Both games are 2nd hand,
but I figure that the problem is with my CD-ROM as the
CD's work just fine on my cousins laptop. My PC is:

Intel Celeron 1.0Ghz
128 MB RAM
WinXP Pro
Diamond Data 56x CD-ROM
Trident 8MB Video Card
20G Hard Drive

If you could recommend any programs to help or anything,
please do, as I am at my wit's end.

I tried that, and actually used cloneCD to create an IMG
file out of it, and install it from there. Same thing
happens, but instead of the CD-ROM going haywire, I get a
cyclic redundancy check error and it bombs.
