Can't turn off digital signature in Outlook

I installed a CAC reader on my home PC so that I can read my work e-mail on a
web based program. When I did that, it somehow applied to MS Outlook and now
I can't send e-mail from Outlook unless my CAC card is in the reader. I have
repeatedly tried to turn off the digital signature in Outlook by using Tools,
Options, Security and then unchecking the "add digital signature to outgoing
messages" box. The check mark goes away and I hit "apply", but when I close
it and go back in, the check mark is back. This is driving me nuts-- please
HELP!!
