Can't stop IE from using dialup instead of broadband

I have a backup dialup connection to another ISP configured for when my
broadband goes out or if I want to access a particular newsgroup that the
broadband ISP doesn't carry.

The problem is that I can't seem to stop IE from trying to dial the dialup
connection instead of going to the broadband first and I always have to
cancel it out.

I have "never dial a connection" checked and have even deleted and
reistalled the dialup twice but it hasn't solved the problem.

I figure there must be a registry key that is leftover from something and it
is telling IE to use the dialup regardless of the settings. But I can't find
it.

Any suggestions?

Try going into administrative tools and then services. Disable the remote
access auto connection manager.

Seems to work I turned it service off and changed it to manual. I can
always disable it.
