Can't Shutdown or Ctrl-Alt-Del

If I press <ctrl><alt><del> nothing happens.

If I got to the start menu, and try to shutdown or restart, the appropriate
window comes up, permitting me to select the appropriate options, but then
nothing happens.

I also cannot put the computer in standby.

The only way to stop the machine is to turn it off.

I tried a system restore. However, that did not work. It told me that it
had not shut down properly, so that it would not restore to an earlier
point.

I tried "boot to last known good configuration". No change.

I tried a system restore from "diagnostic boot" using msconfig. That
somehow completely screwed up my registry, so that most of my services were
not running.

That led me to try to use a backup copy of the registry I had made. The
only result was that it would not boot at all. Just a blue screen.

So, then I got my original installation disk and ran the Recovery Console.
Using the instructions from Art. 307545, I was able to restore the original
registry. Then, it was able to boot. However, it left me exactly where I
started.

I can run task manager, but only by using the "run" command (since
ctrl-alt-del does not work). I even tried stopping services until it would
recognize a ctrl-alt-delete. It never happened. I deleted as many as I
could, but to no avail.

Virus scans come up empty.

What can I do? I am stumped.

Can you run GPEDIT.MSC in the run box?

Look through the various permissions for shutdown
