Try this:
Go to Tools, Accounts, select that account, Properties, Servers.
Enable the "My server requires authentication" option.

I still cannot get my email to send. If I change to "requires
authentication", I get the box wanting my user name and password. Our network
does not require this. Here is a copy of the error message:

From the error message it would appear that the Trafficparts server
will not accept mail from a non-trafficparts network without authentication.

Your comment about "Our network does not require this" doesn't make
sense to me. Can you elaborate on that? You do have the fields
"username" and "password" filled in under the Incoming Mail Server
section on the Servers tab?

Maybe I should rephrase this. Up until this afternoon I could send emails
without the suthentication. We have never had to use a user name and password
before.
Thanks,
Danny

I repeat the question (which you did not answer), you do have the fields
"username" and "password" filled in under the Incoming Mail Server section
on the Servers tab of that account? No mail server will allow access without those.
