Can't send email from window mail

Just started few days ago:
The connection to the server has failed. Subject 'Re: 2001 Sandrail Dune
Buggy - $4800 (Strasburg, VA)', Account: 'pop.shentel.net', Server:
'smtp.shentel.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E
Also, having problems with sending email from my home office pc thru Outlook
2003. Odd to be having problems from two different computers exactly same
time.
ISP provider has double checked and all settings are correct. Even
disabling all firewalls doesn't help. Can't find anything on microsoft
support either.

When you got that error message, was your Internet connection being
obtained from Shentel?
If not, what you experienced is normal. As a general rule, the owner of
the SMTP server you are using must be the same as the entity providing
your Internet connection at that moment. For more on this policy, see
http://www.postcastserver.com/help/Port_25_Blocking.aspx

If you need some workarounds, let me know if you are sending from
home, or from a laptop away from home. If from home, who is the ISP?

Marylyn, you start by giving us the complete error message.
Right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.

This sure sounds like an AV scanning issue since it started a few days ago on both
her home and Office computer

If the OP is sending from home, using Shentel as his ISP, it probably is
an AV scanning issue. Bit if the OP is sending on a laptop while away
from home, a port 25 block is more likely.
Until the OP lets us know his sending situation, we can't make a
definitive diagnosis.

I am sending from home. My email provider is the same as my ISP - Shentel.
The only thing I haven't tried is actually uninstalling Norton and
re-installing. Do you think that is the problem?

Ensure that your outbox is empty, try sending a message, if that fails?

Then I suggest that your account may have become corrupt in some way, maybe
by your
anti virus?
Remove the account>close and reopen WM>rebuild the account again from
scratch.

In that case, your antivirus is the most likely culprit.
Norton security products are among the top three troublemakers for
Windows Mail. Symptoms often don't surface until several months have
gone by, or until an update occurs.
First, be sure to disable its email scanning, for the reason explained here:

Disabling the Norton program is often insufficient. Do a trial uninstall,
followed by using their debris removal tool:

Instead of uninstalling your antivirus, another option is to upgrade to
Windows Live Mail, which is more resistant to the adverse effects of overly
intrusive antivirus products: http://download.live.com/wlmail

Well, I have already upgraded to WLM. It automatically "transferred" email
account info from Vista Mail. Before upgrading I had already tried couple of
the suggestions - removing the account and rebuilding from scratch and also
disabling the email scanning. Then I tried upgrading to WLM. I don't
understand why Norton will still be causing a problem in WLM. Maybe I should
still uninstall Norton - How do I do a trial uninstall? Are the instructions
for trial uninstall in the link for the debris removal below?

By "trial" uninstall I meant a normal uninstall, followed by a reinstall if
no improvement. A normal uninstall uses either the program's uninstall link
under All Programs, or if not there, uninstall from Programs & Features in
Control Panel.

Also, anytime a Norton security program is uninstalled, it must be
followed up by using the debris removal tool.

Ok, I've uninstalled my Norton AV using the link to Norton in your previous
message. What is the debris removal tool? Is it a symantec product or is it
something within Windows programs?

Also, although I have still not figured out the debris removal tool, I have
tried sending a test email. Still same error message with Norton not on my
pc.

Thanks. That is what I used to remove Norton. I then tried sending an email
and got same errror. I think I am at the end of my rope with this. It makes
no sense that my other pc is having a similar problem on the same day. I
went back to see my Windows Update history and noticed that the only update
that was installed on 7/24 (the day before I noticed the problem) was to
Microsoft .Net Framework 3.5 SP1... Should I try to uninstall this update or
will I really mess things up even worse? If not, what are my options?

No one else is reporting any issues with that particular update, so I wouldn't
bother trying to uninstall it. On the other hand, it should not mess anything up
if you want to try uninstalling it.

Are you running any other third party security software, such as firewalls?

If it is something common only to Microsoft email programs, you could
try out the Mozilla Thunderbird email program:

Otherwise, I've run out of things to suggest for you to try.

be that my ISP/email provider is having problems and they just can't figure
it out? Or do I need to get a pc expert in here to check it out? Thanks for

If it was me with your problem, I would be on the phone to the ISP and ask
for higher level support, this problem has gone on for far too long.
