Can't seem to upgrade to 1.1.1396.12 even after old uninstall and install of v 1.1.1347

I had the same problem as everyone else with the old beta 2 version
(updates being installed again and again), so I deleted Windows Defender
and installed the new version. It then updated the engine and
definitions to:

Windows Defender Version: 1.1.1347.0
Engine Version: 1.1.1303.0
Definition Version: 1.14.1395.2

I still can't seem to update to 1.1.1396.12. Whenever I try to update
within the program, I get the "no new definitions are available" pop-up.
I'm also still in the constant update loop with that signature version
trying to install itself.

I just ran "Msiexec /x {A5CC2A09-E9D3-49EC-923D-03874BBD4C2C}" to
uninstall the definitions, and when I opened Windows Defender I saw the
same versions and the same message appeared when updating:

"no new definitions are available"!

Windows Defender Version: 1.1.1347.0
Engine Version: 1.1.1303.0
Definition Version: 1.14.1395.2

Any solutions?

Tried uninstalling again, cleaned registry with Regscrub and Regseeker,
used CCleaner and still can't get past the 1.14.1395.2 definition
version.

Could Mike Lin's Start-up monitor have anything to do with it?
I've never had problems in the past.
