Can't see anything in front of background

The only thing visible on my desktop is the background. No start menu, no
icons, nothing. I can right button click and create a MyComputer shortcut. So
I can see the icons are there by navigating to the appropriate folder.

I can start programs by going into MyComputer, navigating to the Program
Files folder and start the program.

However the program doesn't appear on top of the background, but rather
below it, and therefore I can't use it. For example if I start the Windows
Media Player I know its running because I can hear music.

Rightclick center of screen>Arrange icons by> and check "Show desktop icons"
