Can't view icons on desktop and start menu after logging in

I have windows XP, I log in and all I see is the wallpaper background. I
can't view the icons and the start menu. I can access the task manager
through ctl-alt-del. I have tried to start it through the safe mode, but to
no avail. Also have tried the system restore but it won't allow me to choose
any other days. I have tried everything it seems and nothing has worked, if
someone could possibly help that would be great.
