See if software running in the background (including Norton etc.) does
cause this: "How to Perform Advanced Clean-Boot Troubleshooting in
Windows XP" (http://support.microsoft.com/?kbid=316434).
When I reboot the computer in safe mode, I still have the same problem when I
right click on any icons within My Computer Window the computer freezes up.
I must perform control, alter and delete to end the process.

I'm having the same problem and can't find an answer anywhere.
I highlight a folder or file in windows explorer and hit right click.
Right click should bring up the shortcut menu. Instead it just hangs.
The only way out is Ctrl Alt Del.
The same thing happens if I select a file task from the left pane in
windows explorer.
It's hugely irratating. Any help greatly appreciated.
Right-clicking problems are usually caused because some program has
insinuated a hook into the context menu. Use ShellExView to determine
what third-party software has shell extensions. Disable all the
non-Microsoft extensions and see if that helps. Get ShellExView (free)

Very cool that it worked. Thanks for taking the time to post back and
give us the solution and the name of the offending program. This will
help others in the future.
Thank you very much! I didn't have a problem only with right-clicking on drives, my PC froze even when I tried to copy files to external drives. Everything works now.
